You test the resistance on the injector. Harness would just show nothing, then voltage for a split second while the injector fired, then nothing again. Volts measure voltage (potential, the equivalent of PRESSURE if you were talking about water flow in pipes instead of electricity in wires); amps measure current (equivalent of FLOW). And resistance in an electrical circuit is the analog of resistance to water flow. "12v current" is like saying "10 feet of weight".
